About this opportunity

The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, intends to award a sole source order under an existing Basic Ordering Agreement to Northrop Grumman Defense Systems (NGDS) for the redesign of Surface Acoustic Wave (SAW) Filter devices for the AARGM-ER missile system. The procurement involves reengineering, testing, integrating, manufacturing, and providing production representative SAW Filter devices that will serve as a form, fit, and function replacement for the obsolete Com Dev SAW Filter currently used in the WIA Transmitter within the AARGM-ER design. The justification for sole source procurement is based on NGDS being the exclusive designer, developer, and manufacturer of the AARGM and AARGM-ER missile systems, possessing the requisite knowledge, engineering expertise, aircraft integration information, and technical data necessary for this specialized work. While this is not a request for competitive proposals, interested parties may respond to demonstrate their interest and capability by August 15, 2025. The government will evaluate all responses received before the closing date solely to determine whether to conduct a competitive procurement instead of the planned sole source award.

This procurement does not utilize any set-aside designations and is classified under NAICS code 336419 for Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing. Northrop Grumman Defense Systems is identified as both the incumbent contractor and the intended sole source recipient of the order, given their role as the original equipment manufacturer for the AARGM-ER missile system. The notice does not specify award values, budget ranges, or quantities of SAW Filter devices to be produced. Companies interested in subcontracting opportunities are directed to contact NGDS directly, as the government emphasizes that no commitments exist to issue solicitations or make awards based on this informational synopsis. The procurement falls under the statutory authority permitting other than full and open competition as implemented by FAR 6.302-1, citing that only one responsible source can satisfy the agency's requirements.

Notice text

Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a sole source Order under an existing Basic Ordering Agreement to Northrop Grumman Defense Systems (NGDS), for the efforts required to reengineer, test, integrate, manufacture and provide production representative Surface Acoustic Wave (SAW) Filter devices that will serve as a form, fit, and function replacement due to obsolescence of the existing Com Dev SAW Filter, utilized in the WIA Transmitter within the current AARGM-ER design.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer and manufacturer of the AARGM and AARGM-ER missile, NGDS is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirement.

This synopsis is published for informative purposes (THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).
