About this opportunity
The National Oceanic and Atmospheric Administration's Pacific Marine Environmental Laboratory (PMEL) has issued a Special Notice announcing its intent to negotiate a sole source procurement with YSI Inc. of Yellow Springs, Ohio for Aanderaa SeaGuard II Multiparameter Acoustic Doppler Current Profilers (ADCP) instruments. The procurement is being conducted under Federal Acquisition Regulation 13.106-1(b)(1) simplified acquisition procedures. NOAA has determined that Xylem (Aanderaa) is the sole manufacturer of these specific instruments, which are exclusively distributed through YSI Inc. The instruments are critical for supporting PMEL's long-term oceanographic mooring operations and research activities. This procurement involves two SeaGuard II platforms intended to upgrade monitoring equipment for the NOAA EcoFOCI Mooring Array.
The primary objective of this procurement is to acquire specialized oceanographic instruments that provide accurate measurement of ocean currents and supporting environmental parameters, which are essential for PMEL's mission to monitor and understand changing marine ecosystems and ocean systems. The SeaGuard II instruments offer unique capabilities as the only system available that measures current at a single depth rather than profiling through the water column, allowing for in-line mounting within mooring lines without requiring an unobstructed view above the instrument. This feature is particularly critical for applications in remote, harsh, and ice-covered regions where space is limited and risk is high. While this is not a request for competitive proposals, firms believing they can fully meet the government's requirements may submit substantiating documentation within 15 days of the notice publication date of August 21, 2025. The government will evaluate such documentation solely to determine whether to conduct the procurement competitively, though the final decision remains within the government's discretion, and oral communications are not acceptable responses to this notice.
Notice text
***NOAA'S PACIFIC MARINE ENVIRONMENTAL LABORATORY (PMEL) INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH YSI INC. OF YELLOW SPRINGS, OH FOR PURCHASE OF SEAGUARD II MULTIPARAMETER ACOUSTIC DOPPLER CURRENT PROFILERS (ADCP) INSTRUMENTS.
***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT XYLEM (AANDERAA) IS THE MANUFACTURER OF THE SPECIFIC INSTRUMENTS THAT PMEL REQUIRES AND THEY ARE ONLY SOLD THROUGH YSI INC. THE ADCPS ARE VITAL TO SUPPORT LONG-TERM OCEANOGRAPHIC MOORING OPERATIONS AND RESEARCH. ACCURATE MEASUREMENT OF OCEAN CURRENTS, ALONG WITH SUPPORTING ENVIRONMENTAL PARAMETERS, IS CRITICAL FOR PMEL’S MISSION TO MONITOR AND UNDERSTAND CHANGING MARINE ECOSYSTEMS AND OCEAN SYSTEMS. THIS IS THE ONLY SYSTEM AVAILABLE THAT MEASURES CURRENT AT A SINGLE DEPTH RATHER THAN PROFILING THROUGH THE WATER COLUMN. THIS CAPABILITY ALLOWS IT TO BE MOUNTED IN-LINE WITHIN A MOORING LINE, ELIMINATING THE NEED FOR AN UNOBSTRUCTED VIEW ABOVE THE INSTRUMENT. THIS FEATURE IS CRITICAL FOR APPLICATIONS IN REMOTE, HARSH, AND ICE-COVERED REGIONS WHERE SPACE IS LIMITED RISK OF ENDANGERMENT IS HIGH, OR WHERE TARGETED SINGLE-DEPTH CURRENT MEASUREMENTS ARE REQUIRED.
***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
