About this opportunity

The Naval Air Warfare Center - Aircraft Division Lakehurst intends to award a sole-source, firm-fixed-price contract to Boeing Corporation for the manufacture of an A6 Test Bench capable of testing Generator Control Unit Service Replaceable Assemblies for the FA-18 E/F Aircraft. This procurement is required to support the Fleet Readiness Center South West. Boeing is the sole designer, developer, manufacturer and integrator of the proprietary software employed and is the only source with the expertise to produce the modernized test bench. Responses will be considered within fifteen days of this notice's publication, with SAM registration mandatory for consideration.

No set-aside will be used. The predominate NAICS is 336411 and PSC codes include J070 and J070. Boeing is identified as the potential sole-source incumbent due to being the original equipment manufacturer, holding the technical data and facilities required. The value is unspecified but will support test bench production and sustainment for FA-18 aircraft systems.

An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above items and enable a competitive procurement. Boeing Corporation, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the associated air system and sustainment support for the A6 Test Stand requirements.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
