About this opportunity
The U.S. Army Corps of Engineers, Savannah District, is conducting market research through a Request for Information (RFI) for Architect-Engineering (A-E) services under a Multiple Award Task Order Contract (MATOC) for General Design. The procurement seeks to establish a pool of seven Indefinite Delivery Contracts with qualified A-E firms to provide design services primarily for military construction projects valued at greater than $2 million, though lower-value projects may also be included. Firms will be selected based on demonstrated competence and qualifications following the Selection of Architect Engineers Statute (Brooks Act) as implemented in FAR Subpart 36.6, rather than price-based competition. The contract falls under NAICS code 541330 (Engineering Services) with Product Service Code C219 for Architect and Engineering - General: Other. Interested parties must complete an online survey accessible through the provided military forms link, with responses required by August 26, 2025.
Currently, no set-aside designation has been determined, though the notice indicates that based on RFI responses, the requirement may be set aside for small business (in full or in part) or procured through full and open competition, with all small business set-aside categories under consideration. No incumbent contractors are identified in this pre-solicitation notice. The total shared capacity for the MATOC pool is valued at $475 million across all seven anticipated contract awards. The ordering period will span five years, providing substantial long-term opportunities for selected firms. The small business size standard for this engineering services procurement is $25.5 million, and businesses of all sizes are encouraged to participate in the market research survey to demonstrate their capabilities to USACE decision-makers.
