About this opportunity
The U.S. Army Corps of Engineers (USACE) Tulsa District is seeking qualified Architect-Engineer (A-E) firms to provide Master Planning Services across the Southwestern Division and Pacific Ocean Division, covering Texas, Oklahoma, Louisiana, Arkansas, and southern Kansas. The procurement will be conducted as competitive, Firm-Fixed-Price Indefinite Delivery Contracts (IDCs) in accordance with the Brooks Act (Public Law 92-582) and Federal Acquisition Regulation Part 36. The Government is actively seeking experienced, multi-discipline A-E firms capable of performing a wide range of master planning services and specifically encourages participation from small businesses, including Section 8(a) firms, HUBZone businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman-Owned Small Businesses (WOSB). The response deadline is January 16, 2026, and an Industry Day presentation was held on January 13, 2026, via Microsoft Teams, with presentation materials and attendance records made available to interested parties. The ultimate set-aside designation will depend upon the responses received during this pre-solicitation phase.
This pre-solicitation notice represents a $450 million master planning A-E contract opportunity with no current set-aside restrictions. The notice does not identify any incumbent contractors or predetermined award values for individual task orders under the IDC structure. The procurement is structured as an indefinite delivery contract, meaning the total contract value of $450 million represents the potential ceiling across all anticipated task orders rather than a guaranteed award amount. This pre-solicitation phase is designed to gauge industry interest and capability across the broad geographic region served by USACE's Southwestern and Pacific Ocean Divisions, allowing the Government to make informed decisions regarding competition levels and potential small business set-aside designations prior to the formal solicitation release.
