Added: May 07, 2009 3:18 pm The NASA/SSC Acquisition Management Office intends to issue a Best Value Requestfor Proposal (RFP) for the project entitled A-3 Altitude Test Facility, Test CellIsolation Valve for J-2X Engine Testing at Stennis Space Center, Mississippi. The workfor this requirement consists of, but is not limited to the following: providing alllabor, materials, equipment, and tools for the design, fabrication, inspection, testingand delivery of one (1) 138 isolation valve for the A-3 Altitude Test Facility as wellas on-site installation supervisory assistance. Additionally, the A-3 Test CellIsolation Valve shall include all associated hydraulic system and control components asspecified in the specifications and drawings. FOB is destination. The government intends to issue subject Request for Proposal (RFP)under Commercial Simplified Acquisition Procedures (SAP) in accordance with FAR Parts 12and 13. This acquisition shall be issued unrestricted. There shall only be one (1)award made for this requirement. The resulting contract shall be a Single Award Firm-Fixed Price Contract with a period of performance of 12 months after receipt of order. The firm delivery date shall be identified in the resulting solicitation. The NAICS Codeand small business size standard for this procurement are 332911 and 500 employees,respectively. The DPAS Rating for this procurement is anticipated to be DO-C9. TheGovernment reserves the exclusive right to award to other than the low offeror on this"Best Value" procurement. The evaluation factors for this procurement are as follows:Technical Compliance/Expertise, Past Performance, Schedule and Cost. The anticipated release date of the Request for Proposal (RFP) is on or about May 26,2009 with an anticipated closing date on or about July 7, 2009. The firm date forreceipt of proposals will be stated in the subsequent RFP. An Ombudsman has beenappointed. See NASA Specific Note "B". Any referenced notes can be viewed athttp://genesis.gsfc.nasa.gov/nasanote.html. The solicitation (RFP) and any related documents [with the exception of thespecifications and drawings] will only be issued electronically and will be available viathe internet.
