About this opportunity
The Government Publishing Office seeks production of 2.8 million 988 Suicide & Crisis Lifeline magnets in two distinct products, with bids due by 1:00 PM Eastern Time on September 9, 2026. This is an Invitation for Bid with no set-aside.
The procurement covers JKT 461-796 (3"×3" magnet, 1.4 million units) and JKT 461-797 (3.25"×5.875" rectangle magnet, 1.4 million units). Both are full-process color magnets printed on 30-mil magnetic base sheeting with white vinyl facing and UV coating, shrink-wrapped in packs of 10. Printing may not be subcontracted. The Government furnishes PDF files; the contractor furnishes all other materials and operations.
Delivery occurs in three staggered shipments to the GPO Laurel Publications Distribution Center: October 30, 2026 (470,000 units per jacket), December 21, 2026 (470,000 units per jacket), and February 26, 2027 (460,000 units per jacket). All shipping costs are included in bid price and must use traceable delivery with minimum three business days' advance appointment notice.
Bids must provide F.O.B. Destination pricing for total quantity and an additional rate per 1,000 magnets for potential future orders. Contractors must submit separate bids for each jacket, billed separately. Award is made on lowest overall cost of both jackets. The bid acceptance period is 60 calendar days unless otherwise specified.
Proofs are due by September 18, 2026. Printing cannot commence until "OK to Print" authorization is received. Quality assurance requires Level 3 for printing and finishing attributes, departmental random copies (200 sublots per jacket identified with blue labels), and Quality Assurance Random Copies. Contractors must submit billing packages within 15 days of delivery. A pre-award survey may be conducted to verify responsibility. The contract is subject to GPO Contract Terms (GPO Publication 310.2) and GPO Quality Assurance Through Attributes Program for Printing and Binding (GPO Publication 310.1). NAICS code is 323111; PSC is T011.
