About this opportunity

The 5th Contracting Squadron, Minot Air Force Base, North Dakota, announced a sole-source procurement intent for an electronic-blanks training system from Green Ammo LLC, a small business, with a response deadline of June 15, 2026 at 10:00 AM Mountain Time. This is not a request for quote or proposal but a notice of intent that invites interested parties to submit capability statements describing their qualifications to potentially compete for the requirement. The Air Force will evaluate submissions solely to determine whether to conduct the procurement competitively; a decision to proceed as sole source rests entirely with the government.

The 91st Security Forces Squadron requires an electronic alternative to live and blank ammunition to maintain proficiency training and force-on-force exercises under Air Force Instruction. The requirement includes 150 M4 kits with two magazines each, 20 M249 kits, 30 M240 kits, 4 M2 kits, 224 E-Sound Boosters, specialized storage cases, six M4 service and logistics racks with magazine racks, equipment training, and shipping. All weapon kits must be battery-operated with weapon-specific ammunition capacities, self-employing simulated stoppages for weapon-manipulation training, and muzzle flash, recoil, and gunfire sound emulation. Green Ammo's technology is protected by multiple international patents; market research identified competing products from UTM, Simunition, and MILES Systems, but only Green Ammo met stated specifications. The contracting officer approved the justification based on 96 percent estimated savings per training round compared to live ammunition and safety and environmental benefits. Any costs incurred in submitting a capabilities statement will not be reimbursed.
