  16. Description:  Defense Logistics Agency-Energy (DLA-E) requires two, clean, approved, U.S. or foreign-flag, double-hull tankers, with an Inert Gas System (IGS) and Segregated Ballast Tanks (SBT) that are capable of carrying a minimum of 270,000 bbls of clean product (intentions JP5, F76, or F24) within vessel’s natural segregation in designated cargo tanks with double-valve isolation. The vessel shall be able to call at Singapore, Singapore; Subic Bay, Philippines; Sasebo, Japan; and Darwin, Australia. 
  17. Place of Contract Performance:   The place/range of delivery is Western Pacific / Sea of Japan, Range and Port in Charterer’s Option (Intentions Sasebo, Japan) or United States West Coast (Intentions San Diego, CA (USA)); and the place/range of redelivery is Western Pacific / Sea of Japan, Range and Port in Charterer’s Option (Intentions Sasebo, Japan).  The laydays in Sasebo, Japan commence 19 October and cancel 20 October 2023. The laydays in San Diego, CA commence 26 October and cancel 27 October 2023. Vessel MUST be capable of arriving in Hawaii no later than 05 November 2023, ready to load.  The period of performance will be 90 days for each chartered vessel.
  18. Set-aside Status:  N/A.  The decision to release this procurement as “Unrestricted” is based on a recent sources sought notice for this service.  All responsible sources may submit a proposal, which shall be considered by the agency.  The Small Business Administration Procurement Center Representative has concurred with this decision.
