About this opportunity
Air Combat Command is conducting market research under FAR Part 10 to identify sources capable of procuring and installing replacement window shades at the Air Traffic Control Tower at Beale Air Force Base, California, with responses due by September 7, 2026. The procurement is designated for Total Small Business set-aside.
The requirement addresses legacy window coverings installed in 2017, which exceed the FAA Regulation 6480.18 recommended replacement interval of 5–7 years. Primary shades must be dark, heavy-duty F72 SR material; secondary shades must be DS 8 SR material to provide maximum protection from solar glare and heat gain. All materials, hardware, labor, installation, assembly, and cleanup are the contractor's responsibility, with delivery required during standard tower operating hours (Monday–Friday 8:00 AM–4:00 PM PST) to Building 11103 at 17849 16th Street, Beale AFB, California 95903.
The SON specifies that Plastic-View, who installed the current shades and maintains existing measurements and architectural dimensions on file, shall be responsible for installation to ensure precise and custom fit. Contractor personnel must submit Entry Authorization List documentation at least two weeks prior to delivery and comply with base security requirements, including obtaining passes and presenting two forms of identification. Compliance with base traffic laws and cellular phone operation policies is required. Government quality verification will occur before project completion.
Interested sources should submit responses, including ROM pricing and capability information, to Contracting Officer Teresa Romig (teresa.romig@us.af.mil) and Contracting Specialist Lt Abigale Bartleson (abigail.bartleson.1@us.af.mil).
