Specifically, the contract calls for one 160-ton 200-volt chiller and two 160-ton 460-volt chillers, each with a 1-year warranty. The solicitation follows Simplified Acquisition Procedures under Federal Acquisition Regulation (FAR) Parts 12 and 13, with quotes due by April 28, 2025, at 11:00 AM CDT. Evaluation criteria will include price (ranked lowest to highest) and technical capability, with the lowest three quotes undergoing technical review to ensure they meet government requirements. Vendors must be registered in the System for Award Management (SAM) and submit electronic quotes via email to the designated Contract Specialist and Contracting Officer.
This solicitation is a total small business set-aside with a size standard of 1,250 employees under NAICS code 333415. The place of performance is Barksdale Air Force Base in Louisiana, and the contract is part of a broader Air Force HVAC chiller standardization initiative estimated at $437.5M covering 1,654 chiller units. Notably, funds are currently not available, and the government reserves the right to cancel the solicitation before or after the closing date. The procurement aims to reduce total cost of ownership by standardizing chiller brands, with expected benefits including reduced training costs, improved cybersecurity, and enhanced maintenance efficiency. The government's strategic approach focuses on limiting HVAC chiller manufacturers across Air Force installations, with Trane representing 57.5% of the current inventory.
