About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is conducting a Request for Information (RFI) to identify potential sources for creating and managing a Virtual E-Commerce/Storefront website for U.S. Naval Community College (USNCC) brand and promotional merchandise. The procurement will focus on creating, providing, and delivering merchandise for Navy members, with an expected NAICS code of 323111 and a small business standard of 650. Interested firms are invited to submit a five-page capability statement addressing specific requirements, including company details, DUNS number, business classification, and service capabilities. The government seeks industry feedback to enhance the Performance Work Statement (PWS) and develop evaluation criteria for future solicitation. Responses must be submitted via email to James McDevitt by 4:00 PM Eastern Time on March 14, 2025, with submissions limited to non-proprietary information.
The pre-solicitation notice indicates no specific set-aside designations and does not mention incumbent contractors or precise award values. The expected contract type is a Firm Fixed Price (FFP) effort, though specific budget ranges are not disclosed. The procurement will likely target small businesses based on the NAICS code standard, and the government is explicitly seeking input on potential competition enhancement strategies. Interested vendors are encouraged to provide insights on performance standards, industry practices, and potential evaluation methodologies. The government emphasizes that this RFI is purely for market research purposes and does not constitute a formal solicitation or guarantee of future contract award.
