About this opportunity
NASA's Johnson Space Center issued a sole-source justification on June 11, 2026, to increase the Simulation and Software Technology (SST) III contract ceiling from $150 million to $225 million for CACI-Federal, Inc., with a June 26, 2026 deadline for interested organizations to submit capability statements challenging the sole-source intent.
The contract supports the JSC Engineering Directorate Software, Robotics, and Simulation Division in developing and maintaining simulation, Virtual Reality, and software applications for EVA training, robotics systems, engineering analysis, Orion flight software management, vehicle systems management, and autonomous systems across ISS, Artemis, Orion MPCV, and advanced exploration programs. NASA justifies the increase under FAR 6.103-1, asserting CACI-Federal is the only responsible source capable of delivering these highly specialized, integrated services without unacceptable delays that would disrupt mission-critical operations. The contract runs October 1, 2022, through September 30, 2027, structured as an indefinite-delivery, indefinite-quantity vehicle with Cost-Plus-Fixed-Fee and Firm Fixed Price task orders. NASA anticipates exhausting the current ceiling by October 2026. Organizations may email capability statements to Contracting Officer Yushu Mao (yushu.mao@nasa.gov) or Contract Specialist Camryn Kainer (camryn.e.kainer@nasa.gov) by 4 p.m. Central Time on June 26, 2026. NASA will evaluate responses to determine whether to conduct a competitive acquisition; the Government reserves discretion not to compete. A competitive follow-on procurement, Virtual Engineering and Spacecraft Flight Applications (VESFA), is scheduled to commence October 1, 2027.

Update #2 · Latest ·
NASA/Lyndon B. Johnson Space Center (JSC) has a requirement for simulation and software technology support primarily for the JSC Engineering Directorate Software, Robotics, and Simulation Division (SRSD) in support of human exploration systems and programs, including the International Space Station (ISS), Artemis Program, Orion Multi-Purpose Crew Vehicle (MPCV), and advanced programs for exploration and research. The contractor is responsible for developing and supporting simulation and Virtual Reality (VR) applications for Extravehicular Activity (EVA) training systems, robotics training systems, and engineering analysis, as well as developing situational awareness and planning software. The SRSD is also responsible for providing engineering products and analysis in the areas of Orion flight software management, Vehicle System Management (VSM), automation and intelligent systems, and telerobotics and autonomous robotic systems for ground and space flight applications services.
NASA/JSC intends to issue a sole source contract to acquire these services from CACI – Federal, Inc. under the authority of FAR 6.103-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
The Government does not intend to acquire a commercial product or commercial service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Contracting Officer, Yushu Mao at yushu.mao@nasa.gov and Contract Specialist, Camryn Kainer at camryn.e.kainer@nasa.gov no later than 4 p.m. Central Time on June 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
