About this opportunity
The U.S. Navy's Naval Sea Systems Command is conducting market research through a Request for Information (RFI) for the acquisition of a 7th Fleet Admiral's Barge, a specialized vessel to be delivered to Yokosuka, Japan in fiscal year 2026. The Navy seeks to procure a single boat measuring 10.0 meters in length, capable of carrying 21 passengers and 3 crew members, with a cruising speed of 15 knots and designed for positioning on the port side of USS Blue Ridge (LCC-19). Key technical requirements include a glass reinforced plastic hull, traditional nautical decor, U.S. Coast Guard regulatory compliance, and comprehensive propulsion, electrical, command and control, and auxiliary systems. Interested parties must submit a five-page capability summary in PDF format detailing vessel certifications, maintenance history, construction location, and company background. The response deadline is August 12, 2025, at 2:00 PM EST, with a planned RFP release in the third quarter of fiscal year 2026 and anticipated contract award in the fourth quarter.
This procurement opportunity does not utilize any set-aside designations and is open to all qualified contractors, though the Navy encourages responses from small businesses, veteran-owned businesses, and women-owned small businesses. No incumbent contractors or current service providers are identified in the documentation, and no specific award values or budget ranges are disclosed for this market research phase. The procurement involves a single vessel unit with delivery scheduled for fiscal year 2026, representing a specialized naval requirement for flag officer transportation in the Pacific theater. The RFI emphasizes that this is solely for informational planning purposes and does not constitute a commitment by the government to issue a formal solicitation, with all response costs borne by the participating companies.
