About this opportunity

The Department of Veterans Affairs has awarded a firm-fixed-price delivery order valued at $6,877,574.11 to ThunderCat Technology, LLC for Pure Storage X90 FlashArray and FlashBlade hardware, controller upgrades, storage infrastructure expansion components, cabling, accessories, maintenance, and associated support services on a limited-source basis under the NASA SEWP V Government-Wide Acquisition Contract.

The brand-name restriction to Pure Storage products was authorized as an exception to fair opportunity pursuant to 41 U.S.C. 4106(c)(2) and RFO 16.507-6(b)(2). The VA's Office of Information and Technology justified the sole-source approach based on Pure Storage's unique integration into the existing VINCI environment since 2022, including proprietary ActiveCluster replication technology, API-based automation processes, Commvault integrations, and environment-specific operational scripting. Market research evaluated alternatives including NetApp and Hewlett Packard Enterprise but determined migration would require approximately two years of engineering and testing at an estimated cost of $6 million to $9 million, with significant operational risk and unacceptable service disruption.

The delivery order was competed among eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) NASA SEWP V contract holders in groups B, C, and D. The base period runs from August 7, 2026 through August 6, 2027, with two 12-month option periods. Delivery and installation must be completed within 45 days of receipt. Maintenance and support coverage operates 24 hours per day, 7 days per week. Place of performance is the Austin Information Technology Center, Austin, Texas. The contracting office is the VA Technology Acquisition Center in Eatontown, New Jersey.

The resulting Firm-Fixed-Price delivery order (DO) was competed among eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) NASA SEWP V contract holders.

The Department of Veterans Affairs (VA), Office of Information and Technology, VA Informatics and Computing Infrastructure requires brand-name Pure Storage X90 FlashArray and FlashBlade hardware, controller upgrades, storage infrastructure expansion components, cabling, accessories, maintenance, and associated support services.

The brand-name restriction was authorized as an exception to fair opportunity pursuant to 41 U.S.C § 4106(c)(2), as implemented by Revolutionary Federal Acquisition Regulation Overhaul (RFO) 16.507-6(b)(2). Note: VA s Electronic Contract Management System FAR 6.302-1(c) Brand Name selection is being used because the system does not yet include the applicable RFO Part 16 brand-name/exception to fair opportunity selection. The authority listed in the approved Justification for an Exception to Fair Opportunity governs this NASA SEWP V DO.

In accordance with the applicable RFO posting requirements, the VA is providing the redacted Justification for an Exception to Fair Opportunity for this acquisition. The justification, which outlines the Government's rationale for supporting the brand-name restriction, will be made public following the award. The resulting DO was awarded under NASA SEWP V GWAC after receiving quotations from eligible SDVOSB contract holders. This posting is provided for informational and transparency purposes only, and does not constitute a solicitation or request for additional quotations.
