About this opportunity
The Bureau of Reclamation's Acquisition Management Division, Upper Colorado Regional Office has issued a special notice of intent to award a sole source contract to Biomark LLC for Passive Integrated Transponder (PIT) tag antennas and associated equipment. This procurement, identified as Solicitation Number 140R4025Q0092, is specifically designed to support fish monitoring and research activities, particularly for endangered species in the Colorado and Columbia River basins. The contract will be conducted under FAR Part 13 Simplified Acquisition Procedures with a planned award date in October 2025. The notice was posted on August 26, 2025, with interested parties having until September 2, 2025 to respond. Performance locations include San Juan Waterfall and Powerline in Bluff, Utah, and Hogback Fish Passage near Farmington, New Mexico.
The primary objective of this sole source procurement is to ensure seamless data collection and analysis by maintaining full compatibility with existing Biomark systems already deployed throughout the region. The required equipment encompasses a comprehensive range of antenna types including table-top, racquet, portable, submersible, floating, and fixed pass-through models in multiple sizes, along with specialized software capable of operating PIT tag scanners and managing comprehensive data functions. Key software requirements include Windows 10 compatibility, support for both single and multi-antenna systems, Android device functionality, and the ability to produce open-format files compatible with Microsoft Excel and Access. The critical eligibility criterion is that all hardware and software components must be fully compatible with existing Biomark Inc. systems, which justifies the sole source approach to this procurement. Contractors interested in this opportunity should contact Russell Oaks at rdoaks@usbr.gov for additional information regarding this specialized fish monitoring equipment contract.
Notice text
***NOTICE OF INTENT TO SOLE SOURCE***
The Bureau of Reclamation Acquisition Management Division, Upper Colorado Regional Office issues this special notice of its intent to award a sole source to Biomark LLC. Reclamation relies on Passive Integrated Transponder (PIT) tag antennas and associated equipment to monitor and research the movements and behaviors of fish and other tagged objects, particularly endangered species. To ensure seamless data collection and analysis, all products¿hardware and software¿must be fully compatible with existing Biomark Inc. systems, which are widely deployed throughout the Colorado and Columbia River basins. This includes a variety of antenna types such as table-top, racquet, portable, submersible, floating, and fixed pass-through models in multiple sizes.
The software used must support comprehensive data management functions, including operating PIT tag scanners, downloading and archiving data, and integrating essential tag information such as tag number, date, time, species, length, weight, capture location, and user notes. It must be compatible with Windows 10 or later, support both single and multi-antenna systems, and ideally work with Android devices. Additionally, it should produce open-format files (.csv, .txt) compatible with Microsoft Excel and Access, include all future updates in the purchase price, and allow remote access via cellular and satellite modems. Compatibility with Biomark hardware and software is a critical requirement for all components.
