About this opportunity

The US Geological Survey is conducting a sole-source procurement for radio collar equipment to support wildlife tracking operations at Grand Teton National Park and the National Elk Refuge, with capability statements due July 15, 2026.

The agency intends to award a purchase order to TELONICS INC under FAR Part 12 simplified acquisition procedures. Grand Teton National Park (NPS) and the National Elk Refuge (USFWS) jointly operate multiple wildlife tracking projects for species that move between jurisdictions and have collaboratively developed standardized data formats, shared processing code, and integrated visualization tools. The required radio collars must be fully compatible with the government's existing software environment for data collection, transmission, and analysis. TELONICS is the only known vendor providing equipment natively compatible with these systems; other vendors' products would require significant software modification or replacement, increasing costs, introducing technical risk, and disrupting ongoing operations.

This notice satisfies FAR Subpart 5.2 sole-source justification requirements. No solicitation will be issued. Interested parties may submit a capability statement for agency consideration by July 15, 2026, via email to victor_nuno@ios.doi.gov. The agency retains sole discretion to determine whether to compete the action based on responses received. The procurement is coded to NAICS 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing).
