About this opportunity

The U.S. Geological Survey intends to procure twelve (12) 5G Solar PTT-100 Satellite Transmitters through the Department of the Interior's Office of Acquisitions and Grants. This procurement is classified under NAICS code 334419 (Other Electronic Component Manufacturing) and PSC code 7G22 (IT and Telecom - Network: Satellite and RF Communications Products). The primary requirement is that the transmitters must be identical to previously purchased equipment to ensure continuity of data from ongoing research at the USGS Eastern Ecological Science Center, Patuxent Research Refuge in Laurel, Maryland. This specification effectively limits the source of supply to a single vendor capable of meeting this technical requirement. It is important to note that this is a pre-solicitation notice issued for informational purposes only and is not a request for competitive proposals; the agency intends to award this purchase non-competitively in accordance with FAR 13.106-1(b). All interested parties may submit responses to sruggles@usgs.gov, though the stated due date of April 28, 2026 has already passed as of this notice's posting date of April 30, 2026.

This procurement carries a Total Small Business set-aside designation. Microwave Telemetry, Inc., located in Columbia, Maryland, has been identified as the intended awardee and is the only source reasonably available to meet the technical requirements due to the specialized nature of the equipment and the need for technological continuity. The contract requires delivery of all twelve transmitters to the Eastern Ecological Science Center within ten weeks of award. While no specific contract value is disclosed in this pre-solicitation notice, the procurement involves satellite communication equipment typically used for wildlife tracking and environmental monitoring applications. The size standard applicable to this procurement is 750 employees, establishing the threshold for small business classification within this industry sector.
