About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 23 (Network Contracting Office 23) is soliciting offers for Logicare Patient Instruction Software License and Software Support Services to support the Minneapolis VA Health Care System. The procurement seeks an automated patient instruction and education software system that integrates with existing Veterans Integrated System Technology Architecture (VISTA) and Computerized Patient Record System (CPRS) platforms for use across emergency department, inpatient, and clinical areas. Key requirements include Stage 1 and Stage 2 ONC certification, Version 8.05 or newer compatibility with VHA systems, customizable disease-specific and medication-based patient education, automatic inclusion of Primary Care Providers in follow-up instructions, bi-annual content updates, around-the-clock technical support with a two-hour response time for critical defects, and two workflow consultations. The Government will award using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, and contractor personnel must complete VA Privacy and Information Security Training, Privacy and HIPAA training annually, and comply with strict Business Associate Agreement requirements and VA Directive 6500 data security standards. Proposals are due electronically by February 13, 2026 at 4:00 PM CST and must be submitted as Microsoft Word, Adobe PDF, or Excel files to theresa.thunder@va.gov.
This is an unrestricted acquisition with no set-aside designations. The incumbent contractor is Joseph Bloomer (VA-VHA-RPOC-2025-0046). The contract is valued at $47 million and runs from March 22, 2026 through March 21, 2027, with four one-year option periods extending through March 21, 2031. The service will be performed at the Minneapolis VA Health Care System located in Minneapolis, Minnesota 55417. Invoices will be submitted annually and processed through the VA Financial Services Center in Austin, Texas via electronic submission through Tungsten Network. Contractors must maintain compliance with Federal wage determination requirements, implement comprehensive security controls including FIPS 140-2 encryption standards, breach notification protocols with 24-hour incident reporting requirements, and annual security assessments under VA oversight.
