About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is procuring GreyNoise software license renewals to support the Navy Cyber Defense Operations Command (NCDOC) through a Firm-Fixed-Price purchase order under solicitation N0018925Q0368. The procurement specifically requires two line items: a GreyNoise Standard Platform License and a GreyNoise Triage Intelligence Module, both providing critical cyber threat intelligence capabilities that enable analysts to differentiate between benign and potentially malicious internet scanning activity. This is a brand-name restricted acquisition limited to authorized GreyNoise resellers, who must provide current reseller certification with their submissions. The acquisition follows FAR Parts 12 and 13 procedures and requires delivery by August 11, 2025, with a one-year coverage period from August 12, 2025 through August 11, 2026. All quotes must be submitted electronically by July 14, 2025, and remain valid for 60 days, with vendors required to be registered in the SAM database and certify they are not suspended or debarred from federal contracting.
This solicitation does not utilize any set-aside designations and is open to all qualified contractors meeting the NAICS code 541519 requirements with a small business size standard of 150 employees. The procurement represents a follow-on renewal of existing GreyNoise licenses currently supporting NCDOC operations, though no specific incumbent contractor is identified in the documentation. While no contract value is specified in the solicitation notice, the acquisition involves two distinct software license renewals for a one-year period covering critical cybersecurity operations. The licenses will be delivered to the Navy Cyber Defense Operations Command located in Suffolk, Virginia, where they will support ongoing cyber threat analysis and network defense activities. Contractors must demonstrate their status as authorized GreyNoise resellers and comply with all federal acquisition regulations, including maintaining SAM registration throughout the contract performance period.
