Notice of Intent to Sole Source Requirement
The Department of Veterans Affairs, VA Healthcare System, NCO 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for the following items listed below. The associated NAICS code for this is 511210. The vendor will be Softtech Health, 165 Broadway 23rd Floor, New York, NY 10006.
Description of equipment requirements:
SoftTech Health DMS - Contractor shall provide a centralized document repository software to consolidate the policy, procedure, and other critical documents. The centralized document repository will accept a wide variety of document types such as PDFs, org charts, photographs, spreadsheet files, etc. The repository allows for syndication of documents into a central repository with built in workflow approval processes.
This is the only system that precludes you from backdating or altering historical records. Without this product and its ability to use the VAAAHS Policy Document Control System that is already in place at the facility, patient care would be negatively impacted. The system was reviewed and selected as the system of use by the VAAAHS Quality Management Service.
A firm fixed price contract with 4 option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 4:30 pm on Tuesday, February 16, 2021.
