About this opportunity
The Western Area Power Administration (WAPA), a component of the Department of Energy, has issued a Special Notice for sole source acquisition of membership renewal to the Utilities Technology Council (UTC) for calendar year 2026, with four optional renewal years extending through 2030. The procurement is classified under the Revolutionary FAR Overhaul (RFO) FAR Part 12 guidelines and covers a performance period from January 1, 2026, through December 31, 2026. This is not a competitive procurement, though responsible sources are invited to submit capability statements for consideration. The contracting officer for this requirement is Amber Myers, Contract Specialist, available at amyers@wapa.gov for inquiries. The NAICS classification is 541519 (Other Computer Related Services), and the PSC code is 7A21 (IT and Telecom - Business Application Software).
WAPA seeks to maintain its membership with UTC, an organization supporting utilities and technology sector interests, and invites capable vendors to demonstrate their qualifications through capability statements. Interested parties must submit capability statements within five calendar days of the notice publication date, accompanied by documentation demonstrating ability to fulfill the Government's requirements. While this is a sole source procurement, the Government reserves the right to determine whether competition is warranted based on submitted responses. There are no specific set-aside provisions or restrictions limiting contractor eligibility; however, vendors must clearly articulate their capability to deliver UTC membership services to qualify for consideration. The Government's final decision regarding sole source justification remains entirely discretionary and will be made independently of any responses received.
