This Special Notice from the Bureau of Reclamation, Lower Colorado Region, Yuma Area Office announces their intent to award a single-source contract to Control Systems International, Inc. for the annual support and software service agreement for the User Configurable Operating System (UCOS) software used at the Yuma Desalting Plant Distributed Control System.
The purpose of the Special Notice is to provide support and maintenance for the UCOS software, which was developed and is currently maintained by CSI. Responsible sources have until April 9, 2021 to submit a technical capability statement and business profile to be considered for future similar requirements, however proposals in response to this specific notice will not be accepted as it is not a request for competitive proposals. Only CSI is deemed able to fully provide the required service as no other supplies or services will satisfy the agency's needs according to the statutory authority for this non-competitive procurement.

THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Bureau of Reclamation, Acquisition Operations Branch, Denver, Colorado, intends to negotiate a single source contract with Control Systems International, Inc. (CSI).
The Bureau of Reclamation, Lower Colorado Region, Yuma Area Office, Yuma Arizona, intends to award, on a sole source basis a Firm Fixed Price contract, with a Base Year and Four Option Year periods, to Control Systems International, Inc. (CSI), 8040 Nieman Road, Lenexa, KS 66214-1523 for the annual support and software service agreement for the User Configurable Operating System (UCOS) software, UCOS for the Yuma Area Office, Yuma Desalting Plant (YDP) Distributed Control System. The YDP UCOS was developed and is currently maintained by CSI. This procurement is being conducted pursuant to Federal Acquisition Regulations (FAR) Part 12 and 13. Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement.
The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Melissa A Corum at mcorum@usbr.gov by 1700 ES, April 9, 2021, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
