About this opportunity
This Special Notice from the US Geological Survey provides information on a proposed sole source contract award to Aquatic Informatics ULC. The USGS requires continued support and maintenance of Aquatic Informatics' commercial-off-the-shelf AQUARIUS software products and customization for the National Water Information System program.
The Notice seeks to award a sole source contract estimated at $39.6 million to Aquatic Informatics ULC to provide AQUARIUS software and custom applications to support the acquisition, processing, analysis and dissemination of hydrologic data. Interested vendors must submit capabilities statements by January 19, 2023 to be considered for the follow-on period from April 1, 2023 through March 31, 2033. While the USGS believes no other source can meet its needs, statements will be reviewed from technically qualified vendors who attest they can provide the required software customization and support.

(16) Description: The Water Mission Area (WMA) of USGS provides reliable, impartial, timely information that is needed to understand the quantity and quality of the nation¿s water resources. These data are used to make decisions that impact health and safety by other agencies in the Department of Interior; numerous other Federal agencies; State, and local governments; consultants; and private citizens. The processing of water data supported by this acquisition must be done by the USGS to assure that water data are consistent, reliable, and readily available to all.
The USGS requires continued support and maintenance of the Commercial-off-the-Shelf (COTS) AQUARIUS product family and for further customization of the software as required for the National Water Information System (NWIS) Program within the USGS Water Mission Area (WMA). AQUARIUS software has replaced NWIS legacy systems used by WMA for the acquisition, processing, analysis, and dissemination of hydrologic data. Implementation of the replacement for the legacy Automated Data Processing System (ADAPS) was completed in FY 2016. Replacement of the legacy Water-Quality System (QWDATA) is in progress and scheduled to be completed in FY 2023. AQUARIUS Time-Series and AQUARIUS Samples are proprietary products of Aquatic Informatics ULC, and not available through resellers. Aquatic Informatics does have a strategic partnership program of AQUARIUS Certified Integrators, however, AQI has made enhancements and revisions to the proprietary AQUARIUS Time-Series and AQUARIUS Samples products specifically to meet the needs of USGS; an integrator would not be able to provide this service.
The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to the Aquatic Informatics (AQI) ULC. All responsible sources, who believe they possess the necessary technical expertise to provide this service, may submit a capabilities statement which shall be considered by the agency. Vendors may contact the Contracting Officer via email at ckuhn@usgs.gov no later than 5:00PM ET, Friday, January 19, 2023, with an affirmative answer.
The anticipated period of performance (ordering period) is 04/01/2023 through 03/31/2033.
The complete justification will be posted within 14 days of contract award in accordance with FAR 6.305 and 5.301(d)(1).
