About this opportunity
The Western Area Power Administration (WAPA), a federal power marketing administration within the U.S. Department of Energy, is conducting a sources sought announcement for a commercial off-the-shelf (COTS) Wholesale Power and Transmission Billing software system. The software must produce invoices for wholesale electric power and transmission services across five WAPA regions, with capabilities to generate invoice line items, exchange data with other WAPA systems, and incorporate Federal Financial Accounting Systems information. Interested vendors are required to submit a one-page business information document and a 15-page capability statement demonstrating compliance with technical characteristics outlined in Attachment 1. Responses must be submitted via email by May 23, 2025, with no hardcopy or FedConnect submissions accepted. The agency emphasizes that this is a market research tool to identify capable businesses and does not constitute a formal solicitation.
The sources sought announcement does not include a specific set-aside designation, indicating the opportunity is open to businesses of all sizes. Vendors are encouraged to specify their business size, NAICS codes, and potential subcontracting arrangements, with large businesses asked about their willingness to partner with small businesses. The software will serve WAPA's four regional operations: Desert Southwest, Rocky Mountain, Sierra Nevada, and Upper Great Plains Regions, which collectively manage over 15,200 miles of high-voltage transmission lines and serve wholesale customers across 15 states. While no specific award value or budget range is mentioned, the complexity of the system suggests a significant technology procurement involving multiple regional power transmission systems. The solicitation is structured to gather market intelligence about potential vendors' capabilities to meet WAPA's specific power billing system requirements.
