About this opportunity

The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice announcing its intent to sole source a purchase order to OLI Systems Inc. for software licensing, maintenance, and upgrade services. The notice pertains to OLI Studio, OLI Flowsheet, and OLI Engine API Software, with a period of performance from May 23, 2025, to May 22, 2026. NETL selected OLI Systems Inc. as the sole source provider based on the company's unique software capabilities in chemistry inputs and water treatment process modeling. The software is distinguished by its ability to provide accurate ion precipitation predictions without requiring user-defined inputs. This sole source determination was made after NETL conducted market research and determined no alternative sources exist that can meet their specific requirements.

The purpose of this Special Notice is to provide transparency about NETL's intention to award a non-competitive contract to OLI Systems Inc. and offer potential alternative vendors an opportunity to demonstrate comparable capabilities. Interested parties who believe they can meet NETL's requirements must submit written evidence of their capabilities by 1:00 PM on May 19, 2025, via email to Shannon.Lynch@netl.doe.gov. Telephone responses will not be accepted, and the government retains sole discretion in determining whether to pursue a competitive procurement based on received responses. The contract falls under the NAICS category of Custom Computer Programming Services (541511) and the PSC category of IT and Telecom - Application Development Software. The notice emphasizes that this communication is not a request for quote or proposal, but rather an informational notice about NETL's procurement intentions for specialized software licensing and maintenance services.
