About this opportunity
The Western Area Power Administration (WAPA), a division of the Department of Energy, has issued a Notice of Intent to Sole Source for the acquisition of Datasplice License and Maintenance services for Fiscal Year 2026. This Special Notice, posted on March 3, 2026, indicates WAPA's intention to award a sole source purchase order to Prometheus Group, LLC, rather than conducting a competitive procurement. The acquisition falls under the Software Publishers category (NAICS 513210) and is classified as IT and Telecom Business Application Software (PSC 7A21). The procurement will be conducted in accordance with the Revolutionary FAR Overhaul (RFO) FAR Part 12 guidelines. This is explicitly identified as not a request for competitive quotes.
While WAPA has indicated its intent to award to a single source, the agency has opened an opportunity for responsible sources to submit capability statements by the March 9, 2026 deadline, which will be considered in the Government's decision-making process. Capability statements must include documentation demonstrating the submitting firm's ability to satisfy the Government's requirements for Datasplice License and Maintenance services. The anticipated performance period runs from April 2, 2026, through April 1, 2027. The final determination to proceed with a sole source award or conduct competitive procurement remains solely within the Government's discretion. Interested parties should direct inquiries to Amber Myers, Contract Specialist, at amyers@wapa.gov.
