About this opportunity
The Department of the Interior's Bureau of Ocean Energy Management (BOEM) has issued a Special Notice announcing its intent to award a sole source purchase order to Ithaca Clean Energy, Inc. for application subscription services and maintenance of the Waterfront online application. The notice, posted on January 14, 2025, follows Federal Acquisition Regulation (FAR) Subpart 5.2 guidelines for synopsizing proposed contract actions. BOEM specifically requires this application to improve communication with the fishing community regarding renewable energy project announcements and developer interactions. Ithaca Clean Energy is identified as the sole creator and provider of the Waterfront application, which makes them the unique source for this communication tool. The contracting office for this procurement is the Bureau of Safety and Environmental Enforcement's Acquisition Operations Branch.
The purpose of this sole source procurement is to support BOEM's Office of Public Affairs and Office of Renewable Energy's communication needs for Atlantic projects. The anticipated purchase order will be a Firm-Fixed Price contract with a twelve-month base period and two optional twelve-month extensions, estimated to be under the simplified acquisition threshold. Contractors interested in demonstrating their capability to meet the requirement may submit a written capability statement or quotation via email to david.villani@bsee.gov by 5:00 PM Eastern Time on January 29, 2025. However, the government retains sole discretion in determining whether to compete the requirement. Ithaca Clean Energy holds proprietary rights to the Waterfront application and does not authorize third-party resellers, which substantiates the sole source justification. The place of performance will be at the contractor's facility, and the notice emphasizes that this is not a formal Request for Quote (RFQ) but an informational notice of intent to award.
