About this opportunity
The U.S. Department of Energy's Energy Information Administration (EIA) has published a Notice of Intent to Issue a Sole Source Award to Bloomberg Finance L.P. under Federal Acquisition Regulation (FAR) 6.103-1, which governs sole source procurement when only one responsible source can satisfy agency requirements. This special notice, posted on February 3, 2026, indicates the EIA's determination that Bloomberg Professional Services is the only vendor capable of meeting its specific operational needs. The procurement is classified under NAICS code 519290 (Web Search Portals and All Other Information Services) and PSC category 7A21 (IT and Telecom - Business Application Software). The notice represents the EIA's intent to proceed with a sole source award rather than a competitive solicitation.
The EIA requires renewal support of Bloomberg Anywhere and Bloomberg Physical Terminal Licenses to maintain industry-standard broker/dealer access and data tools essential to its analytical operations. The licenses provide critical market intelligence including quarterly liquefied natural gas updates, spot and forward pricing data, European gas demand forecasts, and weather updates that directly support EIA Analysts' work and inform publications such as the Daily Energy Report and Weekly Petroleum Status Report. Interested parties must submit written responses by February 18, 2026, demonstrating strong and convincing evidence of comparable capability to meet the stated requirements; general capability statements alone will not constitute an affirmative response. The anticipated contract period includes a base year plus up to four option years. If no qualified responses demonstrating comparable capability are received by the deadline, the EIA will proceed with the sole source award to Bloomberg Finance L.P.
