About this opportunity
The Bureau of Reclamation, under the Department of the Interior, has issued a Notice of Intent for a sole source contract renewal with Gray Matter Systems, LLC for SuperTrend License software. This special notice concerns the renewal of critical software that supports Supervisory Control and Data Acquisition (SCADA) operations at Hoover Dam, Parker Dam, and Davis Dam. The SuperTrend software is essential for monitoring historical SCADA data and enabling control center operators to operate, maintain, and troubleshoot generators at the Nevada and Arizona powerplants. The agency has identified Gray Matter Systems as the sole source contractor capable of providing this specialized technology. The notice was posted on July 30, 2025, with responses due by August 14, 2025.
The primary objective of this notice is to inform the contracting community of the Bureau's intent to award a one-year, firm fixed price contract for SuperTrend License renewal, which is deemed essential for maintaining operational effectiveness of the dam facilities' power generation systems. Contractors have until August 14, 2025, to submit responses via email demonstrating their capability to provide the required products, though the agency has pre-identified Gray Matter Systems as the sole source provider. The solicitation falls under NAICS code 513210 (Software Publisher) with a small business size standard of $47 million, and all responsible sources are invited to submit quotes. Contract award is anticipated for September 2023, and interested parties can direct questions to Eric Deconstello Collins at (702)494-2816, with award information to be posted on SAM.gov upon completion.
