About this opportunity
The Western Area Power Administration, a part of the Department of Energy, has published a Special Notice (ID: 777898abbc2244c2a11ab046723bc11a) announcing its intent to acquire Siemens Power System Simulation Software for Engineers (PSSE) and its Geomagnetic Induced Current (GIC) analysis module through a sole source procurement. This special notice is categorized under the NAICS code 541519 for Other Computer Related Services and PSC category 7A21 for IT and Telecom Business Application Software. The procurement is not set aside for any specific type of business and will be conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.
The primary objective of this notice is to inform potential contractors about the agency's intention to purchase specific software directly from Siemens for a one-year period from January 1, 2025, to December 31, 2025. While this is a sole source procurement, the agency is still allowing responsible sources to submit capability statements within 5 calendar days of the notice's publication (by December 10, 2024). Contractors interested in participating must provide documentation demonstrating their ability to satisfy the government's requirements. However, the agency retains sole discretion in determining whether to compete the procurement based on the received capability statements. This approach provides a transparent process for potential alternative suppliers to demonstrate their capabilities while maintaining the agency's flexibility in its procurement decision.
