About this opportunity
The Western Area Power Administration (WAPA), a component of the Department of Energy, has issued a Special Notice announcing its intent to conduct a sole source procurement for software services. The notice was posted on April 16, 2026, and pertains to the acquisition of Sun-Net's iTOA SMS Substation Check-in/out Authentication module as an addition to WAPA's existing Sun-Net iTOA software suite. This procurement will be conducted under Federal Acquisition Regulation (FAR) Part 12 procedures and is classified under NAICS 513210 (Software Publishers) and PSC 7A20 (IT and Telecom - Application Development Software). Notably, this announcement explicitly states that it is not a request for competitive proposals or quotes, indicating WAPA's predetermined vendor selection.
The proposed contract period extends from May 7, 2026, through May 6, 2027, covering one year of services and software support. Although this is a sole source procurement, WAPA has invited responsible sources to submit capability statements demonstrating their ability to satisfy the Government's requirements; such statements must be received within five calendar days of the notice publication, establishing an April 21, 2026 deadline. The Government retains sole discretion to determine whether to proceed with the sole source award or pursue competitive procurement based on responses received. While the notice does not specify formal eligibility criteria, interested contractors must submit documentation substantiating their capability to fulfill the technical and operational requirements. The procurement represents WAPA's effort to enhance its substation authentication and check-in/out operational capabilities through strategic software expansion.
