About this opportunity
The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice for the noncompetitive renewal of GoldSim Pro with Radionuclide Transport Module Software Upgrades and Maintenance Support Licenses. This proprietary software procurement will be conducted under the sole-source authority of FAR 6.103-1, as GoldSim Technology Group LLC is the only responsible source capable of providing the required software and support services. The NRC requires this brand-name software for performing highly flexible performance assessment modeling of complex decommissioning sites and proposed high-level waste repository sites, with the software's proprietary model file format accessible only through GoldSim's own applications. The acquisition is justified on the basis that GoldSim Technology Group, LLC does not authorize any resellers or alternative distributors for software upgrades and maintenance, leaving the NRC with no other viable procurement option. The pre-solicitation notice was posted on February 3, 2026, with a deadline of February 11, 2026, for submission of any responses or questions.
This procurement involves no set-aside designations and represents a renewal contract with the incumbent contractor, GoldSim Technology Group LLC, located at 22500 SE 64th Place, Suite 240, Issaquah, Washington 98027-8111. The pre-solicitation notice does not specify an award value or budget range for this software license renewal and maintenance support contract. The NAICS classification for this opportunity is 513210 (Software Publishers), and the Product Service Code is 7A20 (IT and Telecom—Application Development Software with Perpetual License Software). As a sole-source noncompetitive acquisition, the contract will be awarded directly to GoldSim Technology Group LLC without competitive bidding, contingent upon the company's demonstrated ability to continue meeting the NRC's technical and operational requirements.
Notice text
The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice to noncompetitively procure renewal of GoldSim Pro with Radionuclide Transport Module Software Upgrades and Maintenance Support Licenses with GoldSim Technology Group LLC; 22500 SE 64th Place, Suite 240; Issaquah, Washington 98027-8111. The NRC requires the brand name software and has confirmed that GoldSim does not have resellers.
This proprietary software has a full range of requirements for performing highly flexible performance assessment modeling of complex decommissioning sites and proposed high-level waste repository sites. The GoldSim developed software has a model file format that is proprietary and can only be viewed, executed, and edited using the appropriate GoldSim software. The NRC has no other means of obtaining this software because GoldSim Technology Group, LLC, does not allow any other distributor to provide the upgrade and/or maintenance to their propriety software.
This noncompetitive acquisition is conducted under the authority of FAR 6.103-1. Only one responsible source and no other supplies or services will satisfy agency requirements
