About this opportunity

The Western Area Power Administration (WAPA), a component of the Department of Energy, has issued a Special Notice for a Digital Asset Management Software as a Service (SaaS) procurement. The notice focuses on a potential sole source acquisition from Bynder LLC for a digital asset management solution. Published on January 7, 2025, this Special Notice is categorized under Custom Computer Programming Services (NAICS 541511) and Information Technology and Telecommunications software (PSC 7A21). The opportunity is not set aside for any specific small business category and will be conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. WAPA specifically notes that this is not a competitive quote request, but rather an opportunity for potential vendors to submit capability statements.

Contractors interested in this opportunity have a narrow window to respond, with capability statements required within 5 days of the notice's publication (by January 10, 2025). Responsible sources may submit documentation demonstrating their ability to satisfy the government's requirements directly to Cassie Aragon, the designated Contract Specialist, at caragon@wapa.gov. The government retains sole discretion in determining whether to compete the procurement based on the received capability statements. While the notice indicates a potential sole source procurement for Bynder LLC, it leaves open the possibility of considering alternative vendors who can effectively meet WAPA's digital asset management needs. Contractors should carefully prepare comprehensive capability statements that clearly illustrate their technical competence, experience with SaaS solutions, and alignment with the specific digital asset management requirements of the Western Area Power Administration.
