About this opportunity
The Bureau of Indian Affairs (BIA), a division of the Department of the Interior, issued a Notice of Intent to Sole Source on April 28, 2026, for the procurement of Cellebrite software licensing and Guardian Forensics subscriptions. This combined synopsis and solicitation authorizes a firm fixed price sole source award to Cellebrite Inc., the identified sole manufacturer and only responsible source capable of meeting the government's requirements. The procurement is conducted under FAR Part 12 commercial items authority and Revolutionary FAR Overhaul (RFO)-deviated FAR Part 5 posting requirements. The notice represents the only solicitation for this requirement, with no separate written solicitation to be issued. The BIA has determined through market research that Cellebrite is uniquely positioned to provide the necessary systems for law enforcement field forensic operations.
The objective is to procure ten Cellebrite INSEYETS license renewals with associated equipment and seventy-five Guardian Forensics subscriptions that must remain compatible with the BIA's existing field forensic tools and workflows. Interested parties must submit capability statements to Lara.Wood@bia.gov by 12:00 pm EDT on May 1, 2026, to demonstrate their ability to meet the government's requirements; if no qualifying capability statements are received, the government will proceed with the sole source award to Cellebrite. All respondents must be registered and active in SAM.gov at the time of submission. The contract period spans five years from May 9, 2026, through May 8, 2031, consisting of a base year plus four optional renewal years, subject to funding availability and continued agency need. The acquisition is classified under NAICS 513210 (Software Publishers) with a $47 million size standard, and is categorized under PSC 7A21 (IT and Telecom – Business Application Software).
