About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a brand-name subscription to five specific ProQuest clinical databases for Veterans Integrated Service Network 1, covering areas such as Health and Medical Collection, Nursing and Allied Health, Healthcare Administration, Consumer Health, and Psychology. The proposed procurement will be conducted under FAR 6.302-1, which allows negotiation with only one responsible source, effectively identifying ProQuest as the sole provider. Interested parties who believe they can provide these databases are invited to submit detailed documentation to Molly.Greening@va.gov by December 17, 2024, to enable the government to conduct market research. The agency will use the submitted information to determine whether to proceed with an unrestricted open market procurement, with the final determination solely at the government's discretion. This pre-solicitation notice is not a request for competitive proposals, and no solicitation is currently available.
The contract has no specific set-aside designations and is classified under NAICS code 513199 (All Other Publishers) and PSC code 7610 (Books and Pamphlets). The base period of performance is from January 1, 2025, through December 31, 2025, with four additional one-year option periods extending potential contract performance through December 31, 2029. While specific pricing details are marked as "TBD" (to be determined), the procurement will cover a comprehensive database subscription package for the VA healthcare system. The quantity of the procurement is listed as one subscription set, encompassing all five ProQuest database products for each contract year. This approach suggests a strategic, long-term commitment to maintaining access to specialized clinical research and information resources for the VA healthcare network.
