About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 23, has issued a Notice of Intent to award a sole source contract to NCS Pearson, Inc. for WAIS-5 Complete Kits. The contract, identified as solicitation number 36C26326Q0400, is intended for mental health psychological testing supplies at the Minneapolis VA Health Care System. The VA is invoking FAR 12.102(a), which permits sole source contracting when only one responsible source can satisfy the agency's requirements. This notice provides interested parties with an opportunity to challenge the sole source determination by submitting a capabilities statement. The contracting officer for this action is Jeffrey Brown, located at the VA Network Contracting Office 23 in Saint Paul, Minnesota.

Interested parties must submit a capabilities statement by March 6, 2026 at 17:00 Central Time to express their capability to provide the required WAIS-5 Complete Kits and challenge the sole source award. Respondents must address five specific requirements: identify their socio-economic category; confirm manufacturer status or provide an authorized distributor letter with manufacturer information; complete FAR Provision 52.225-2(b) certifying the item's country of origin; demonstrate compliance with small business size standards under 13 CFR 121.406(b)(1); and disclose any planned subcontracting arrangements. Verbal responses and phone inquiries will not be accepted, and all submissions must provide clear and unambiguous evidence of capability. If no viable alternative responses are received by the deadline, the VA will proceed with sole source negotiations exclusively with NCS Pearson, Inc. There are no specific set-asides or eligibility restrictions stated, though Veteran Owned Small Business limitations and gray market item restrictions may apply under VAAR provisions.
