About this opportunity

The Department of the Navy Naval Supply Systems Command seeks quotations for 6,000-pound capacity manual pallet jacks in two configurations (42-inch and 48-inch fork lengths) for shipboard use, with quotations due September 19. This is not a small business set-away, and the procurement is issued under Emergency Acquisition Flexibilities.

Place of performance is the United States, with FOB Destination to Norfolk. Equipment must feature non-sparking solid polyurethane wheels and meet extensive technical specifications including 6,000-pound capacity to full lift height, maximum 50-inch handle height, 6-percent gradeability, operational capability within 0 to 120 Fahrenheit, braking to stop within 12 inches at 2 mph, hydraulic drift not exceeding 0.13 inches, and structural strength to withstand 200 percent of rated load. The jacks will replace existing manual pallet jacks on CVN, LSD, LHD, ESB, DDG, and LCS ship classes. Delivery is 365 days from receipt of contract. The procurement mandates comprehensive First Article Testing including reliability demonstration, drop testing, heavyweight high-impact shock testing per MIL-DTL-901, salt fog testing, and production quality conformance testing. Contractors must provide technical manuals, Maintenance Index Pages, Maintenance Requirement Cards, Engineering Data for Provisioning, and critical spares documentation. Contractors must establish lifting and tiedown points per MIL-STD-209, apply protective coatings (primer and topcoat minimum 6 mils thickness or powder coat system), and finish with color 13538 per SAE AMS-STD-595. The NAICS code is 333924, Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing; PSC is 2090. The resultant award will be a bilateral contract requiring written contractor acceptance prior to execution and will be certified for national defense under the Defense Priorities and Allocations System.
