About this opportunity
The Federal Highway Administration (FHWA) is seeking a contractor to provide comprehensive technical assistance and support for the Recreational Trails Program through a firm fixed-price contract. The solicitation requires the selected vendor to deliver monthly webinars on trail topics, provide 40 hours of monthly technical assistance, develop four technical materials annually, maintain a public database of Recreational Trails Program (RTP) projects, and produce annual program funding reports. The contract will be evaluated using a best value approach, with technical approach and past performance factors being more important than price, focusing specifically on demonstrated experience with recreational trail programs, trail planning and design, database management, and successful performance of similar work. Quotes are due by February 19, 2025, at 12:00 PM Eastern Time, with the contract period of performance spanning from March 15, 2025, through March 14, 2030. The NAICS code for this opportunity is 541990 (All Other Professional, Scientific, and Technical Services), with a size standard of $19.5 million.
The solicitation is not set aside for any specific small business category and is open to all qualified vendors. While no incumbent contractor is mentioned, the contract includes one base period of two years with up to three additional one-year option periods. The technical assistance and reporting services will likely be performed remotely, with potential occasional on-site work at FHWA offices in Washington, DC. The procurement is structured as a comprehensive support contract with an estimated total value that is not explicitly disclosed in the available documents. The contractor will be responsible for supporting nationwide recreational trail program efforts, including developing training resources, maintaining a searchable project database, and producing annual reports that capture the program's funding and accomplishments. Interested vendors should carefully review the Statement of Work and be prepared to demonstrate significant expertise in recreational trail program management, technical writing, and data management.
