About this opportunity

The Environmental Protection Agency intends to extend a sole-source bridge contract with Consolidated Safety Services Incorporated (CSS) under contract 68HERH21D0002 for operations and maintenance of the Portable High-Throughput Integrated Laboratory Identification System (PHILIS), with an estimated total cost of $9,417,322.20.

The extension runs 18 months: a mandatory 12-month base period from September 2, 2026 through August 31, 2027, and an optional 6-month period from September 1, 2027 through February 28, 2028. The extension covers three active task orders (68HERH21F0185, 68HERH21F0187, and 68HERH21F0188) supporting the Environmental Response Team and Chemical, Biological, Radiological, and Nuclear Division (ERT-CBRN). The PHILIS program provides on-site mobile and fixed laboratory analytical services for emergency response to chemical, biological, and radiological incidents.

The EPA justifies the sole-source award under 41 U.S.C. 3304(a)(1), asserting that only CSS possesses the requisite knowledge, training, and operational expertise to maintain continuous 24/7 readiness. Market research identified no other active EPA contract vehicles with sufficient bandwidth to accommodate PHILIS requirements. The EPA states that loss of these services would eliminate its capability to detect chemical warfare agents on-site and respond to chemical emergencies, compromising the Agency's emergency response mission. The net ceiling increase is $581,089.25, representing only 2% of the contract ceiling after accounting for unfunded capacity and unused IDIQ capacity. A competitive follow-on procurement is planned, with contingency authority to extend services up to 365 days beyond February 28, 2028 if needed.
