About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is preparing to award a sole-source contract for a PAR Excellence Weight-Based Inventory Management System (WBIMS) to PAR Excellence System, Inc., with a pre-solicitation notice and solicitation expected on SAM.gov by July 28, 2026.
The procurement is structured as firm-fixed-price with a 24-month period of performance. Scope includes software licenses, hardware (scales with controllers and setup kits), customized PAR Bins storage products, installation labor, training for four VA Supply Chain Management personnel, and 12 months of post-installation support. Installation must begin within 90 days of award and conclude within 365 days. The system will serve the Aleda E. Lutz VA Medical Center in Saginaw, Michigan and its Community-Based Outpatient Clinics.
The WBIMS interfaces with the VA's existing Generic Inventory Package (GIP) VISTA-based system to track real-time inventory quantities, usage data, stock levels, and per-patient supply consumption. Market research conducted November 2025 through May 2026 identified no alternative vendors offering weight-based inventory management systems compatible with GIP; competitors Omnicell and WaveMark offer pharmacy automation and RFID solutions respectively but lack weight-based capabilities. The sole-source justification rests on unique interoperability requirements with the existing PAR Excellence system already installed at the facility in 2022 and PAR Excellence's confirmation that it maintains no authorized resellers. Statutory authority is 41 U.S.C. 1901 as implemented by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) VA Deviation Part 6.103-1(d). An award notice will be posted within 60 days of contract award.
