About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 is seeking to procure a SpectraMax iD3 Multi-Mode Microplate Detection Platform through the Michael E. DeBakey VA Medical Center in Houston, Texas. The solicitation is a combined synopsis/solicitation for commercial items following streamlined procedures under FAR subparts 12.6 and 13.5, structured as a Request for Quotation rather than a formal solicitation document. The procurement includes the primary microplate reader with specific technical requirements including multiple detection modes (fluorescence intensity, time-resolved fluorescence, fluorescence polarization, absorbance, and luminescence), monochromator-based system, temperature control, and automated features. Contractors must be actively registered in the System for Award Management (SAM) and certified as Service-Disabled Veteran-Owned Small Businesses through the SBA Dynamic Small Business Search database, with non-compliant quotes subject to rejection. The response deadline is September 16, 2025 at 1:00 pm Central Time, and the government expects to award a Firm-Fixed Price Single-Award contract.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside, limiting competition to valid SDVOSB concerns. The solicitation includes four line items: the primary SpectraMax iD3 microplate reader (Item 0001), an optional additional reader (Item 0002), a SpectraDrop Micro-Volume Starter Kit (Item 0003), and a SpectraCuvette Adapter (Item 0004). Each equipment item includes a 1-year MDCare PhD Technical Support Plan and warranty coverage. The equipment will be delivered to the Michael E. DeBakey VA Medical Center located at 2002 Holcombe Boulevard, Houston, Texas 77030, where it will support VA-ORD funded research projects. No specific contract value or budget range is disclosed in the available documentation, and no incumbent contractors are identified in the solicitation materials.
