The procurement is unrestricted, not set aside.
Place of performance is Portland, Oregon (3710 NW US Veterans Hospital Road, Portland, OR 97239). The contract is structured as a five-year firm-fixed-price purchase order with a base year (July 15, 2026 – July 14, 2027) and four optional one-year renewal periods through July 14, 2031. Required consumables include iWASH wash solution, Seditrol quality control material, Test Cards, Alcor Thermal Paper, and DeepCLEAN cleaning solution, with specified annual quantities for each item.
The vendor must maintain 98% monthly equipment uptime, with immediate replacement of equipment failing to meet that guarantee at no cost to the Government. Performance penalties apply for downtime exceeding 5% in any calendar month. The contractor must provide Monday–Friday 8:00 AM to 4:30 PM telephone technical support, furnish malfunction incident reports within two business days of repair completion, and deliver preventative and corrective maintenance including software upgrades and parts/labor at no additional cost. Invoices are submitted monthly in arrears via electronic submission with NET 30 payment by Electronic Funds Transfer.
The NAICS code is 325413 (In-Vitro Diagnostic Substance Manufacturing); PSC is 6640 (Laboratory Equipment and Supplies). Evaluation factors—equipment availability at 98% monthly, telephone technical support availability, malfunction reporting timelines, and technical/past performance considerations—are weighted equally. The contracting specialist is Eric Lingenfelter (eric.lingenfelter@va.gov, 360-852-9891).
