About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 has published a Special Notice announcing its intent to award a sole source bridge contract to Siemens Healthcare Diagnostics, Inc. This notice pertains to chemistry and immunochemistry Cost-Per-Reportable-Result testing services that are essential for patient care at VISN 02 upstate medical centers. The current contract with Siemens (36C24220A0014) expires on September 30, 2025, necessitating a bridge contract to maintain continuity of these critical laboratory services. The proposed sole source award would be made under Federal Acquisition Regulation 8.405-6 authority for limiting sources. The anticipated bridge contract would be structured as a Firm Fixed Price agreement with a one-year performance period from October 1, 2025, through September 30, 2026.
The primary purpose of this bridge contract is to provide the Department of Veterans Affairs additional time to conduct a competitive solicitation for these laboratory testing requirements under FAR Part 8 procedures. While this notice is not a request for quotes, responsible sources may submit capability statements to demonstrate their qualifications for the eventual competitive procurement. All capability statements must be received by 10:00 AM Eastern Standard Time on August 27, 2025, and should be submitted to Contracting Officer Lindsay Goldsmith at lindsay.goldsmith@va.gov. The government anticipates awarding the competitive acquisition in April 2026, which would replace the bridge contract. The government retains sole discretion to determine whether to proceed with the sole source award or pursue competition based on the capability statements received in response to this notice.
