About this opportunity

The Department of the Navy Naval Supply Systems Command's NAVSUP Fleet Logistics Center Norfolk is seeking to procure a comprehensive, turn-key Unmanned Surface Vehicle (USV) training solution for the Special Boat Training Command. The solution must include all required hardware components such as autonomy kits, USV hulls, and control stations, along with professional installation and tuning services. Additional requirements encompass a formal training curriculum and a long-term sustainment package featuring technical support and instructor refresher training to enable the command's mission of training U.S. and Partner Nation forces. The Government intends to award this requirement on a sole source basis under FAR 6.302-1, justified by the rationale that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The pre-solicitation notice was posted on February 20, 2026, with questions due by February 26, 2026, and the procurement will be structured as a Firm Fixed Price (FFP) purchase order with an anticipated delivery date of eight weeks following award.

This procurement is not designated as a set-aside and will be competed on an unrestricted basis. No specific incumbent contractor or award value is mentioned in the pre-solicitation notice. The contract will be classified under NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and PSC code 6615 (Automatic Pilot Mechanisms and Airborne Gyro Components). Interested parties should direct inquiries regarding this opportunity to Sam McCune at samuel.a.mccune3.civ@us.navy.mil. The eight-week delivery timeline from purchase order award is a critical constraint that prospective contractors must be able to meet to be considered responsive to this requirement.
