About this opportunity
Military Sealift Command seeks proposals for a 66-day dry cargo time charter of a self-sustaining Roll-on/Roll-off vessel, with proposals due June 23, 2026 at 1100 Eastern Time. The Government anticipates awards of up to two firm-fixed-price contracts to responsible offerors with the lowest technically acceptable and evaluated prices.
Place of performance involves delivery in Charleston, South Carolina and redelivery in Melbourne, Australia, with laydays commencing between July 25–30, 2026. The vessel must have a minimum laden speed of 15 knots and minimum cargo capacity of 105,000 square feet for wheeled vehicles, tracked vehicles, and breakbulk cargo. U.S. flag status is required upon delivery where applicable under DFARS 252.247-7025. Vessels must hold a valid Certificate of Inspection with all endorsements, current USCG and class society certifications, Certificate of Financial Responsibility under the Oil Pollution Act of 1990, and valid hull and machinery, protection and indemnity, war risk, and second seaman's war risk insurance.
Offerors must submit the vessel's name, price, signature, an accurate and feasible stow plan including trim and stability calculations, and fuel consumption projections based on 54 days underway laden, zero days underway ballast, and 12 days idle in port. The Government prices fuel at $1,188.66 per metric ton for evaluation purposes. A minimum of two supercargo personnel per vessel is required. MSC CIVMARs receive imminent danger pay of $225 per month or $7.50 per day while in the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden. The NAICS code is 483111, Deep Sea Freight Transportation. The contract incorporates the MSC DRYTIME 2026 (02-26) charter form as governing terms. Service Contract Act wage determination 2019-0288, Revision 26 applies to crew positions.
