About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 16 is conducting market research and preparing to procure Alba Brand tube-format blood bank reagents for transfusion medicine testing, with a Sources Sought Notice response deadline of July 15, 2026 at 07:00 AM CST.
Place of performance is the Blood Bank laboratory at the G.V. (Sonny) Montgomery VAMC in Jackson, Mississippi. The VA seeks eight specific reagent types supplied on a standing order basis every four weeks: A1 Cells (2 units), A2 Cells (2 units), B Cells (2 units), Antibody Screening Cells 3-Panel (2 units), Antibody Identification Cells 10-Panel (1 unit), IgG Sensitized Cells (4 units), C3 Coated Cells (2 units), and QC Kit (1 unit). All reagents must be prepackaged and ready for use, comply with 21 CFR Part 660 Subpart D, and maintain stated open-date stability for room temperature and refrigerated storage. Delivery is to Basement Laboratory C-19, with VA-acceptable itemized invoicing and arrears payment.
NAICS 325413 (In Vitro Diagnostic Substance Manufacturing) applies; small business size standard is 1,250 employees. Responses must address manufacturing location with OEM documentation, business size and Nonmanufacturer Rule compliance, current OEM authorization as an authorized distributor, small business certifications (SB, SDVOSB, VOSB, HUBZone, or 8(a)) with proof, UEI and CAGE code, and availability under GSA Schedules, GWACs, IDIQs, or BPAs. The VA is currently determining acquisition strategy and whether to pursue a small business set-aside. If no authorized distributor responses are received, the VA intends to sole-source to the manufacturer or authorized distributor. Questions are due July 14, 2026 at 07:00 AM CST to William.Shaver@va.gov.
