About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 10 (VISN 10) has issued a Special Notice for a sole source procurement of optical coating equipment. The VA intends to award a firm fixed-price contract to Satisloh North America, a small business located in Germantown, Wisconsin, for the acquisition of two enhanced Ultra Optics Coating Machines. This Special Notice was posted on January 2, 2026, and represents the VA's notice of intent to negotiate directly with only Satisloh North America under simplified acquisition procedures and Federal Acquisition Regulation Part 13.106-1, which permits procurement from only one responsible source. The procurement is classified under NAICS code 339115 (Ophthalmic Goods Manufacturing) and PSC code 6540 (Ophthalmic Instruments, Equipment, and Supplies).
The objective of this procurement is to replace two existing Satisloh optical coating machines that are over ten years old at the VA VISN 10 Optical Lab in Indianapolis, Indiana, with upgraded equipment to support the Prosthetics Services division. The specific equipment required includes two 01-053-890 UO-MR3 Coating Units capable of automatically cleaning, coating, and curing lenses in a continuous cycle, processing three lenses concurrently at 80 lenses per hour, operating at 115V/60Hz, and equipped with color touchscreen interfaces, integrated manuals, and HEPA filter systems. The VA has determined that only Satisloh North America possesses the required capabilities to meet this requirement due to the proprietary nature of the existing equipment and the need for seamless integration with current optical lab inventory, including potential trade-in of the old equipment. Responses from interested parties are due by 12:00 PM Eastern Time on January 7, 2026. While this is a sole source procurement, the Special Notice provides an opportunity for other contractors to submit comments or information that might be relevant to the contracting decision before award.
