About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 22 (VISN 22) Network Contracting Office has issued a Request for Information (RFI) to identify qualified sources capable of providing MiPACS Dental Enterprise Solution upgrades for VA San Diego Dental. The procurement encompasses two primary line items: MiPACS Storage Server and Dental Enterprise Viewer, and MiPACS Dental Imaging Upgrade and Maintenance services. Key requirements include migration of dental imaging data from the current Planmeca Romexis platform, implementation of secure and scalable storage servers with on-premises VA-managed hard storage infrastructure, integration with existing VA systems and imaging devices, and full compliance with VA data security policies, HIPAA requirements, and federal regulations. The operating system must be upgraded to Windows 10 IoT Enterprise LTSC 2021. Interested vendors must submit responses by May 6, 2026, at 12:00 p.m. Pacific Standard Time via email to Anette.doan@va.gov, including company information, business size classification relative to NAICS 339114 (750-employee standard), manufacturer or distributor status, country of origin, pricing for market research purposes, and capabilities documentation demonstrating how proposed solutions meet salient characteristics.

This RFI is issued solely for information and planning purposes and does not constitute a formal solicitation; responses are not offers and cannot form a binding contract, though submission of pricing, capabilities, and market research information is highly encouraged. No set-aside designation has been applied to this opportunity. The incumbent contractor is Planmeca, which currently provides the Romexis dental imaging and practice management software suite. The RFI identifies two line items with a quantity of 1.00 each, though specific award values or budget ranges are not disclosed in this pre-solicitation notice. The place of performance is the VA Medical Center Dental Clinic in San Diego, California (92161). Following review of RFI responses, the government may publish a formal solicitation announcement, at which time interested parties must respond separately to that announcement rather than relying on RFI submissions.
