About this opportunity
The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 1, seeks a small business dental laboratory to provide comprehensive dental laboratory services for the VA Connecticut Healthcare System, with quotes due September 2, 2026. The procurement is set aside exclusively for small businesses and is limited to local dental laboratories.
Place of performance includes two campuses at West Haven (950 Campbell Ave, West Haven, CT 06516) and Newington, Connecticut. The contractor must maintain a laboratory location within a 25-mile radius of at least one campus and provide once-daily in-person pickup and delivery Monday through Friday between 8:00 a.m. and 4:00 p.m.; commercial courier services are prohibited. Services include complete dentures, removable partial dentures, implant-retained prostheses, flexible partial dentures, occlusal guards, surgical guides, custom trays, relines, rebases, repairs, diagnostic wax-ups, provisional restorations, cast frameworks, and denture duplication. All dental prostheses must be fabricated in the United States and comply with FDA, ANSI, and American Dental Association standards. Noble alloys (greater than 25% gold plus platinum group metals) are required for complete gold crowns, fixed partial dentures, and porcelain-fused-to-metal restorations. Normal turnaround times range from 24–48 hours to 5–7 working days depending on service type. Delinquent delivery and rework due to contractor error shall not exceed 5% per batch, quarter, or annual contract period.
The contract is firm-fixed-price with a base year (October 1, 2026 – September 30, 2027) plus four optional 12-month periods and one possible six-month extension. The pricing template specifies 27 contract line item numbers for various dental laboratory and prosthetic services with quantities ranging from 18 to 150 units across all periods. Evaluation criteria include price, delivery speed and turnaround time, technical and quality controls, and past performance. Contractors must be registered in SAM, comply with limitations on subcontracting, hold Personal Identity Verification and facility access credentials, and execute a Business Associate Agreement. All shipping, handling, and delivery costs must be included in line-item pricing with no separate charges.
